Interview Summary: Army Corps

The local office for the Army Corps of Engineers is located in Lowell, OR. There is one Head Ranger and 4 Park Rangers that work in the office. The rangers are overseen by the Chief of Natural Resouce Management section.

This information was gathered from several interviews with different personnel from the Army Corps.

Dumpsites
  • Trash is fertilizer: “it just grows more”
  • Seasonality: Recreational in Summer, Household in Winter, Yard Debris in Spring
  • New dumpsites found weekly
  • Occurrence of meth labs and needles have decreased
Cleanup
  • Cleanup takes 2 rangers 2-3 hours per 1 truckload of trash
  • Costs $200 to clean an average dumpsite
  • Need: more people and motivation
  • Not lacking in equipment
  • “It takes garbage to make garbage”
  • Some contracting for large-scale sites
  • Costs increase if hazardous
Enforcement
  • Not very many citations issued per year
  • Citations are usually $150
  • State Police have more power
Prevention
  • Physically making it tough to dump by putting in barricades is a better solution than signs
  • Sometimes trashcans are removed from recreational areas to prevent household dumping

    Interviewees also commented on the economic causes of dumping. People perceive that it is too expensive to make a trip to the dump. Small incidents add up to a large problem. To solve this problem, we need: youth education, elimination of dump fees, a hotline, more publicity on the issue, and aggressive enforcement.
