Assignment 4: Findings

Background

The purpose of this assignment is to conduct a quick analysis of a municipal development. You are the Planner for a small community. A developer has submitted a request for a variance to the development code.

The Community

The community is a rural, resource-dependent community that has experienced little development over the past 10 years. Its 1990 population was about 7,500. The housing stock in the community is aging. Further, growth in other areas of the region are placing pressures on development and housing costs in the community. Many of the newcomers are retirees and young families. The Council strongly supports economic development and would like to see additional business and industry in the community.

The Site

The subject property is approximately 110’ x 113’ with a total area of about 12,500 square feet (about 0.3 acre). The property is flat and has no physical or environmental constraints that would preclude development. The parcel is a corner lot and has easy access to utilities (e.g., water, sewer, electricity).

The Request

The request is to divide a parcel that is about 0.3 acres (12,500 square feet) into two parcels (see attached map). Tax lot 9500 would be about 6,300 square feet while tax lot 9501 would be about 6,200 square feet. The property is zoned R-2 (high density residential) and is located on a corner lot near the city center.

The area of town where the site is located is a mixture of residential, commercial and public uses. Many of the existing residential lots were platted prior to the enactment of the development code and average about 5,000 square feet.

The criteria relevant to the request is Section 16.16.030 of the Municipal Code (see attached).
