There are no procedural errors in its format.   The fiscal impact to enact this policy is minor. While Licensee Code is an emotional topic on campus in recent days, this document demonstrates the power of collective discussion.  The more important an issue is, the more clear and rational our policies must be. This draft is a well balanced statement of standards and conduct, outlining the key issues for the President and the Administration.
