- The Roman civilization was based predominantly on an urban setting, as far as communiuty organization was concerned, and since their urban centers were so complex they had one building for their "community center" which would apply to our design, There were many buildings for each "program"clustered in a complex and each having their own specific function. which exists in todays modern day community center.
