They couldn't build more working space, that requires a manufactured system.  
Even water could likely be shiped up to the station cheaper and more safely 
them it could be suplied by this.....

... Oh wait, their is no launch cost for water.  Its just caried along on 
shuttle flights to carry crew or other suplies.  The extra weight isn't 
significant, and causes no real increse in shuttle costs.
