OK, now NetPeople, my comments are my own observations.
I would not make them without some basis for having done so. The comments
DO NOT WARRANTY ANYTHING. The Preferred Hardware Vendors List does say
these vendors have been around for a while, and they do generally good
business with their customers.

prices. Buyers should be aware before buying that Fry's is a chain of stores

you might want. Still good prices for those who know what they are doing.
Not a place for the uninformed. Some merchandise is not high quality.

am maintaining Zubair on my preferred list primarily because his pricing
can be quite good. Be aware that there have been a number of complaints
against this vendor for failing to fill orders correctly, saying he will
refund credit cards for errors and either not doing so or being very slow,
substituting "equivalent" products without customer approval,
and perhaps more. Be very clear and precise with your order. Zubair does
also have a number of satisfied customers who have responded positively
on his behalf. In a world where it is hard to know just who is good or
bad, I am maintaining Zubair for the time being. If you have additional

Codes and Policy
A = I have purchased from them and they performed as promised
B = The vendor has been established on the Net for a while I have noted primarily good comments concerning them.
C = Recommended by a vendor's customers.
D = Vendor has requested addition to list. I have no other references at this time.
The vendors listed are either vendors of some duration in the forsale
newsgroups or they are vendors who have made requests (or had customers
make recommendations) for inclusion in the list. I have made inquiry in
newsgroups and on this page regarding these vendors, and I have received
primarily positive responses. If you as a customer experience undue difficulty
with anyone listed, I would like to be informed. Singular complaints will
not necessarily result in the removal of a vendor from the list. Repeated
complaints (and I imagine I'll treat issues on a case-by-case basis) will
result in vendors being removed. All this list verifies is that the vendor
has been doing business in the forsale newsgroups (my primary focus) or
on the Internet, has come to my attention, and that I have taken the time
to check that they do indeed exist and that they are probably safe to do
business with. No assurances or guarantees offered or intended. Businesses
on the "New Vendors" list will remain there until I receive positive
comment regarding them.
I generally only include vendors who have attractive prices, or services.
Vendors who spend time in the forsale and PC hardware groups explaining
PC issues to NetPeople are also welcome. Any vendor selling on the Internet
can ask to be included. If you are a vendor who wishes to be included on
the list please include the name of your business, your mailing address,
your Web page and email addresses, phone and FAX numbers, and a brief description
of why I should include your business. I will then post inquiries in the
news groups asking about you, shortly thereafter include you on my "New
Vendors" list, and if I receive good responses regarding your business,
I will move you to the permanent list.
I will not list your products, or take any payment for this service.
I will try not to favor any one vendor over another. I am considering theissues of referencing vendors who have exceptionally good prices.

Some tips when buying on the Net
- Ask news group readers to respond concerning the seller. Buy
after you get responses you can believe in. Your only real protection is
in dealing with reputable vendors. The only place you will be able to really
find out what your vendor is like is to ask in the FORSALE news groups.
- C.O.D. - On first time buys it is a good idea to ask for shipment
C.O.D. Most especially so if the seller is not an established Internet
vendor. The best scenario with C.O.D. is that you could pay with a personal
check. Most carriers will not allow that, but it would give you time to
cancel your payment if the item you received was not what you ordered.
Barring a personal check you have little protection other than the vendor
must send you something for your money. This is definitely one step up
from just sending him cash.
- Credit card purchases will often help you in recovering against
a bad purchase. Many, NOT ALL, credit cards will at least side with you
when you are unhappy with a purchase. Do ask the organization who provides
your card if they are going to be an asset when you buy.
- Cash - Be wary of individuals accepting only cash up front.
It is a common practice, but you can be stung most easily when paying by
cash. Many individuals selling on the Net do not feel they have the resources
to afford the financial position to support credit card sales and 800-
numbers. The lack of these enhancements does not make them a risk. Remember
- the Internet can cost next to nothing to advertise on. That is good for
individuals/businesses just starting out. Good for you the customer because
they often offer terriffic deals.
- What, how and when - Be sure you know what you are getting,
how it is being shipped, and when it is being shipped. Many vendors have
restocking fees, limited warranty periods, and really good deals are often
just the product bare with no instructions, cables, setup disks, etc.
- USPS -Vendors who ship through the U. S. mails have a legal
obligation to conduct business in good faith and assure that your purchase
gets to you. Once it does get to you, the vendors responsibility at least
with regard to delivery ends. Your vendor does not have an excuse if a
purchase is "lost in the mail." Your vendor should insure the
merchandise and/or mail it to you "certified return receipt requested."
It will protect both the buyer and the vendor to add the few dollars for
this protection.
Vendors who use the mails are subject to up to a $25,000 fine and up
to 5 years in prison for fradulent use of the mails. If you do not receive
your purchase, ask for a postal investigation of the vendor and the incident.
You will be able to use the results of that investigation in small claims
court. The mere threat of a postal investigation may help in gaining the
cooperation of your vendor.
If your shipment is lost in the mail, you can request a search by the
Post Office 90 days after the item was mailed. Make it easier on yourself
and insist that your vendor at least mail certified. That will make the
trace easier.
You do not have the protections listed above if you do business through
a carrier other than Uncle Sam.
Note: Two day delivery by USPS is a dream, not a promise.
- FedEx, UPS and their cousins. These are good organizations,
if they don't toss your new $4000. laptop over your fence in order to deliver
it to you. My sister won't use them anymore for that same reason. Vendors
prefer to ship by a carrier other than USPS for a variety of reasons, but
unless you are good buds with your delivery person, it does little to protect
the customer. The best you can do is, after delivery, ask the carrier to
watch you open the package and observe that is or is not ... a brick. Check
with the carrier to see if there is any remedy for a fradulent sale. You
must pay the carrier's delivery person up front. Some organizations may
have policies to help you.
- Know what kind of warranty and return policy your vendor is
providing with the product.
- Does your vendor have a restock fee, and under what conditions.
- Try out your new purchase immediately!
- Believe it or not, most of the individuals and businesses selling on
the Internet are legit. All vendors are going to have days where things
just don't work like they should. Give them the benefit of the doubt, and
give them time. If you must have something, and your job is dependent on
it, it would probably be a good idea to go down to your local computer
store and pay out normal bucks for it.

Submit a vendor for the Preferred List
Vendors or customers of vendors who
wish a vendor o be added to the Preferred Vendor List may apply by completing
this form. New applications will be carried as new until several customers
have verified the business through good reports of having done business
with the vendor. The fact that a vendor is carried as a new application
to this page for extended periods means nothing more than no one has responded.
If I receive negative responses regarding a vendor, or if I were to note
significant numbers of complaints regarding vendors in the forsale news
groups or elsewhere, I would remove the vendor from my lists. It is my
hope new customers of vendors will be able to refer to this page to support
that the vendor is indeed real. Vendors may find this page useful to refer
there customers to. As stated in my policies page, there is no assurance
or warranty of a vendor listed, only that the vendor exists as a business
doing honest trade in as much as I am aware.
