1. Program Objectives: The University of Oregon Community Service Center (CSC) invites graduate students at the University of Oregon to submit applications to fund community-based problem solving projects.

2. Eligible Applicants: To be eligible, an applicant must be a student enrolled in a graduate program at the University of Oregon. Applicant must be a U.S. citizen, a U.S. national, or a lawful permanent resident alien of the United States. Individuals in the United States under a student, work or tourist visa are NOT eligible.

3. Eligible Projects: Projects must address specific community issues and/or problems in Oregon. Projects must address community planning, community development, economic development, natural resource planning or social service needs. A specific client group (such as City Planning Department, County Office of Public Health, Watershed Council, etc.) must be identified.

4. Funds Available: SOS grants provide student assistance in two forms: direct expenses associated with the project and educational awards. Each of these is described in detail under Section B2. The CSC has allocated up to $10,000 during 2002 for direct expenses (excluding educational awards). The CSC reserves the right to not fund any proposals in 2002. All grants are subject to conditions set by the CSC.

5. Matching Funds: Matching funds are required as a condition of the SOS grants. The community partner organization must provide at least 25% cash match for direct project costs. Preference may be given to projects that have a higher cash or in-kind match provided by the client community. For an explanation of match, please see the Budget Form of this packet.

6. Committee: A committee comprised of at least one University of Oregon faculty member and one community partner client representative must guide each project. Recipients must also meet any of their own departmental requirements for committees. A member of the CSC staff can serve as one of the faculty members. Even if no CSC staff serve on the official committee, a CSC staff member will be assigned to serve as an outside advisor.

Committee members are expected to serve as an advisory group for SOS projects. The faculty member should be committed to assisting the student with methodological and research questions. The client representative should provide insights from the community perspective. Each committee member should commit to regular discussions and meetings with the student and be available for occasional meetings or phone calls with CSC staff.
