The CIA has quite a bit of information on nuclear weapons and other weapons of mass destruction, including reports on the Acquisition of Technology Relating to Weapons of Mass Destruction and Advanced Conventional Munitions, detailing who sold what to whom how recently.
Other good sources for nuclear information include the Bulletin of Atomic Scientists. They have special collections regarding nuclear proliferation in Iran, Iraq, and Israel.
In terms of policy options, there are several sources which contain information on the efficacy of different approaches.
