GENERAL DESCRIPTION OF THE POSITION

(Include budgetary authority, supervisory responsibilities, level of decision-making, and reporting relationship.)

This position functions as the operations supervisor and assistant manager of the Campus Recycling Program. Areas of responsibility include participating in budget development and management, directly supervising full time and student staff in all aspects of the paper recycling and other program operations (includes working on promotions designed to increase campus participation in recycling activities). Independent daily decision making. Position functions as program leader in the absence of Program Manager.

This position functions as a key player in the Campus Recycling Program. The Campus Recycling Program exists to provide services and opportunities for waste reduction, reuse and recycling. The Program encompasses every unit and individual at the University of Oregon and beyond. The Program is involved in university, OUS, city, county, state and national activities.

The position also functions as a key component of the Campus Operations Sustainability Work Group, working in conjunction with the Campus Operations Recycling and Sustainability Manager, the Sustainability Work Group, and the University Sustainability Office. It interfaces with these groups, Facilities Services shops, and the Campus Community to benchmark, plan, implement, and track sustainability projects. It also provides training, educational, informational, and website support related to Campus Operations sustainability efforts.

This position reports to the, Campus Operations Recycling and Sustainability Manager. Confer with Program Manager as needed.

DESCRIPTION OF SPECIFIC DUTIES AND PERCENTAGE OF TIME

60% PROGRAM OPERATIONS SUPERVISION

Manage Recycling Program operations (over 2000 recycling collection sites) including:

Manage 3 full time staff (Recycling Coordinators) including: coordinating the operations and day-to-day interactions of same; assigning operational duties; performing annual performance appraisals; and recommending merit increases and/or corrective actions.

Manage student worker crew (~45=~13 FTE). Responsibilities include: hiring, orienting, training, master scheduling, assigning tasks, disseminating work procedures/standards, monitoring/reviewing work performance, conducting regular crew meetings, recommending merit increases and promotions, and administering corrective actions.

Estimate, evaluate, schedule, assign work duties, determine service viability and equipment to meet program service requests. Communicate and respond to appropriate entities on program operations and service requests.

Ensure safety compliance and training, and perform incident/accident investigations.

Maintain all program student employee personnel records including: crew rosters, driver's certifications, training, and employee performance records.

Fill-in (1X/week) for Paper Coordinator while maintaining regular job duties. Fill in for the Student Recycling Coordinator and Housing Recycling Coordinator on an as-needed basis during absences of same.

20% PROGRAM ADMINISTRATION

Monitor all program operations. Evaluate/implement/monitor changes for Program for efficiency and cost savings opportunities. Create/maintain program tracking systems. Perform investigations into all aspects of program operations including: trouble-shooting, personnel issues, program equipment needs and stocks, purchasing, recycling and materials markets, technology, collection sites, projects, and other research and correspondence as necessary.

Assist Program Manager in budget preparation and presentation to funding entities.

Ensure budgetary accountability and compliance in day-to-day operations and labor.

Research, monitor and ensure program compliance on applicable laws such as fire codes. Communicate program methods and procedures to program participants, facilities managers/staff, customers and vendors.

Research, recommend, write and implement program policies and manuals. Create and disseminate program educational information. Determine program participant guidelines.

Assist Program Manager in all aspects of program. Assume duties of Program

Manager on all Program functions as required.

Respond to requests for service cost/charge estimates, establish charge-out provision, and create billings for same. Track all monthly service charge-outs and initiate FAMIS billings for same.

Initiate/record/access FAMIS-based work orders, purchases and monthly vehicle usage.

Maintain good standing as a University Van Trainer. Conduct van training sessions for Program drivers and Facilities Services personnel.

10% PROGRAM REPRESENTATION

Negotiate contracted services with auxiliaries and non-funded programs/depts.

Assist in contracting for services from outside service providers, and ensure day-to-day compliance with contractual agreements and terms. Oversee paper/program materials marketing, program cardboard contract, and contracted services. Coordinate work with vendors, other facilities areas, agencies and campus departments.

Represent the Program on all aspects of Recycling program with the campus community, service requestors, vendors and other entities.

Give presentations/hold meetings with facilities managers, staff, customers, departments and students as needed. Respond to program correspondences for information. Instruct campus and other entities, on program procedures and processes.

Represent the Program at pre-construction meetings to ensure contractor compliance with University standards and expectations for recycling construction/demolition debris and tracking of same.

Represent the Program on all new construction/remodels to ensure project compliance on recycling operations, siting/funding new equipment.

Co-represent the Program and the University in sessions with representatives of City, County, and State agencies and offices.

Co-represent the Program on the Campus Operations Sustainability Committee. Follow through on research and sustainability-related tasks assigned by the Committee.

10% SUSTAINABILITY

Represent the Campus Recycling and Sustainability department in various work groups, specifically the Campus Operations Sustainability Work Group.

Spearhead sustainability projects that reduce waste, energy, and environmental impact on the UO campus, specifically ones that are impacted by the services provided by Facilities Services shops. Work in conjunction with the Campus Operations Recycling and Sustainability Manager (Supervisor), the Sustainability Work Group, and the University Sustainability Office to develop these projects from the idea phase to implementation and policy making. Develop tracking mechanisms that are consistent with other benchmarking established, and insure that documentation is completed for each project.

Oversee the development, launching, and updating of a Campus Operations Sustainability website included as a part of the Faculties Services website, and that included appropriate links to other informational sites on campus. Compile, author and disseminate newsletters, brochures, and other educational materials related to Campus Operations sustainability projects and efforts.

Provide trainings to Facilities Services staff as needed on sustainability topics and procedures.

Assist Supervisor and Campus Operations Sustainability Work Group coordinator in establishing training opportunities for Facilities Services staff, including, but not limited to LEED certification, sustainable purchasing, and carbon reduction. Establish and organize a yearly sustainability workshop for Facilities Services staff and management.

EXPERIENCE & EDUCATION REQUIRED

Proven ability and experience to provide program services and meet customer needs through internal staffing ( selecting, training, assigning, and managing workers specializing in service oriented program), coordinating with other work units, negotiating services with customers and working with outside contractors. Extensive experience and ability to prioritize and respond to urgent customer needs, to communicate and develop positive customer relations. Proven ability and experience to monitor and improve overall operational, employee and program efficiency/effectiveness. Proven ability to work effectively in a team environment and to create effective networks for problem-solving and positive change. Experience in program administration including managing resources, equipment, program purchases and budget preparation/management. Proven experience in understanding sustainability goals and definitions.
