SECTION 2. PROGRAM/POSITION INFORMATION
a. Describe the program in which this job exists. Include program purpose, who's affected, size, and scope. Include relationship to agency mission.
The mission of the University of Oregon Campus Recycling Program is to provide excellence in waste reduction and recycling service, and education to the entire University community while attaining reduction, reuse, and recycling goals mandated by the State of Oregon. Not only does the program provide this service, it functions to serve as a place where students can be involved in leadership roles. The program is a cooperative venture among Facilities Services, ASUO, University Housing and University Administration. The program includes assisting other institutions in establishing waste reduction programs.
The program operates directly under Facilities Services, which serves to support a quality University experience through effective and timely maintenance, repair, improvement, renovation, and cleaning of campus buildings. Facilities Services provides service to the entire campus community.
b. Describe the purpose of this position, and how it functions within this program, by completing this statement:
The purpose of this job/position is to coordinate and continually monitor/improve campus composting and events waste management activities (including: operations, collection systems, promotions, education, customer service), and direct student staff and volunteers in performing composting and events waste management duties. The Compost/Events Coordinator compiles records and remains up-to-date on all aspects of composting and events zero waste, including market trends and industry specifications on preparing material for market and legislative issues. The incumbent coordinates equipment needs (handtrucks, collection containers, bins, etc.), shipping/ preparing of compostables and events recovered material for market. The incumbent assists in all aspects of management of the Campus Recycling Program as needed. The incumbent will operate on a flex schedule as needed to meet the needs of non-routine duties coordinating campus events waste management.

Administer all campus composting operations and events waste management (including set-up, collection, scheduling compostables collections, preparing materials/ delivering to market, maintaining site area maps, designating sites, determining routes, coordinating special events compostables) to ensure compliance with laws, contracts, OSHA regulations, fire code, facilities work rules and University policies while meeting program demands and resource availability. Monitor composting and events recovery systems for improvements. Determine areas for training and specialized equipment needs. Coordinate/supervise/train student staff and all program staff on composting collection operations/policies/procedures to ensure daily area and events operations are addressed and in compliance. Create training methods and materials for composting and events to ensure efficacy and program compliance with laws. Maintain composting vehicle service vehicle records, ensure proper safe operation/maintenance/repairs of vehicle for safety and composting/events operational functions. Assist in other program operations as needed. Fill-in for absent employees (students and/or Coordinators/Program Manager) as needed. Adjust schedule to meet demands of non-routine events waste recovery. |

SECTION 4. WORKING CONDITIONS

Campus Operations operates in a warehouse AND OUTDOORS environment and as such is subject to WIDE RANGES of environmental conditions. Employees are expected to be able to perform their duties while experiencing loud noises, WIDE variations in temperature, variable air quality, and exposure to NOISES of heavy equipment and vehicle traffic. Employees are expected to be able to climb ladders and stairs, work in confined spaces and tunnels, lift up to 50 lbs, and leverage up to 250 lbs, and work outside in PACIFIC NORTHWEST TYPICAL weather conditions.

OPEU contract and student hiring policies and procedures. Fire code regulations, and Senate Bill 66 goals; market specifications of resale of materials; mandated state/county policies on resource recovery, waste reduction, purchasing and DEQ state composting rules.

Guidelines serve to establish program goals and procedures necessary to comply with regulations (State/County) and policies (OUS/University), and determine priority of projects and how to perform the job effectively and efficiently.

Independent daily decisions involving campus composting and events recovery: operations, produce/distribute educational materials, establish new collection points, systems decisions, troubleshoot, daily student recycling employee decisions. Review and respond to customer inquiries and requests for program action, technical information. Contact Program Manager regarding changes and expansion. Contact vendors for market updates, changes in operations, markets.

Who reviews the work of this position? How? How often? Purpose of the review?
Position is supervised by Karyn Kaplan, Ops Sustainability/Recycling Manager. Work reviewed through regular contact. Purpose of review is to evaluate work performance, monitor program effectiveness/efficiency, ensure legislative/program compliance, and for program development issues. Regular monthly meetings for above review.

Travel to evaluate program operations and improvement to recovery facilities ( i.e. , Transfer Station, Recycling Program Warehouse). Travel to review technology, attend/give presentations, seminars, classes and professional meetings on and off campus. Mechanical equipment operation as needed.
SPECIAL REQUIREMENTS: List any special mandatory recruiting requirements for this position:
Must have knowledge of composting and recycling and systems, markets and operations. Must have strong interpersonal skills sufficient to provide excellent customer service, and productively solve problems individually or in a team setting. Must have leadership skills sufficient to coordinate a student crew and implement new and improved programs. Must possess/demonstrate sufficient computer skills ( e.g. generate spreadsheets, statistical analysis, graphs/charts, write memos/correspond) and good oral/written communication skills, including creating/giving public presentations. Must have experience innovating creative educational materials. Must have current Oregon driver's license, a good driving record, ability to drive large vehicles and pass the forklift and van training classes. Must be able to lift/move 50 pounds.
This position is required to operate University owned vehicles on campus in high foot traffic areas. It is required to possess a valid Oregon Drivers License and to successfully apply for and receive a University of Oregon Drivers Certification card. The ability to receive a University of Oregon Drivers Certification card is dependent upon an investigation of one's driving record/history. Such license may be denied by the University of Oregon Department of Public Safety in the event that the investigation is not successful. It is required that this license be maintained throughout employment within this position with the University .
