SECTION 2. PROGRAM/POSITION INFORMATION

a.      Describe the program in which this job exists.  Include program purpose, who's affected, size, and scope.  Include relationship to agency mission.

The mission of the University of Oregon Campus Recycling Program is to provide excellence in waste reduction and recycling service and education to the entire University community while attaining reduction, reuse and recycling goals mandated by the State of Oregon.  Not only does the program provide this service, it functions to serve as a place where students can be involved in leadership roles.  The program is a cooperative venture among Facilities Services, ASUO, University Housing and the University Administration.  The program includes assisting other institutions in establishing waste reduction programs.

The program operates directly under Facilities Services, which supports a quality university experience through effective and timely maintenance, repair, improvement, renovation, and cleaning of campus buildings.  Facilities Services provides service to the entire campus community.

b.      Describe the purpose of this position, and how it functions within this program, by completing this statement:

The purpose of this job/position is to coordinate and continually monitor/improve campus paper recycling activities (including:  operations, collection systems, promotions, education, customer service), and direct student staff in performing paper recycling duties.  The Paper Recycling Coordinator compiles records and remains up-to-date on all aspects of marketing recycling paper, including market trends and industry specifications on preparing material for market.  The incumbent coordinates equipment needs (handtrucks, collection containers, bins, etc.), shipping/ preparing of recycling material for market and receiving of recycling market equipment (bins, toters, pallets), and assists in overall management of the warehouse operation and the Campus Recycling Program.

DUTIES
    OPERATIONS & ADMINISTRATION
70 * Administer all warehouse/paper equipment, paper route and processing crew operations (including scheduling routes, collections, preparing paper for market, cleaning/storing equipment and other materials  for market, organizing warehouse to ensure efficient flow of operations, tracking materials collected, maintaining equipment, designating collection sites) to ensure compliance with laws, contracts, OSHA safety laws, fire code, Facilities Services work rules, and University polices, while meeting program demands and resource availability.

Coordinate/supervise/train/schedule student paper recycling/processing crews and program staff, on warehouse/paper recycling specific operations to ensure area operations are addressed and in compliance.

Create training methods and materials for all warehouse/paper operations to ensure efficacy and program compliance with laws.

Create spreadsheets and tracking sheets for collected materials and labor.  Create other documents as needed to administer paper recycling operations.

Coordinate and execute large office/building cleanouts, including: making assessments, estimating billing, providing instruction for material preparation, determining confidential material collection and scheduling service pick-ups.

Ensure proper operation/maintenance/repair of paper recycling vehicles/forklift for safety and program operation functions.

Assist in other program operations as needed.

Fill-in for absent employees (students and/or other coordinators/program manager) as needed.
    PROGRAM ADMINISTRATION

Represent program on Facilities Services/University committees (i.e., STEP Team) as needed.

Program liaison to campus community and program staff on paper recycling issues.

Establish goals and projects to develop more efficient systems to increase recycling, reduce waste and promote safety in warehouse/paper recycling areas.

In conjunction with manager/other coordinators, establish program policies/procedures/goals/projects/ expansion.

Administer (daily operations, education) paper recycling program contracts such as: confidential materials, cardboard and paper.  Includes working with vendors on contract issues,(i.e., equipment), scheduling material pick-up, coordinating special contract needs.

Stay current on paper market, and resale markets/standards.  Adjust operations as needed to accommodate changes in market as determined by vendors and program ability to increase marketability of materials.

    Solicit customer and Campus Recycling Program staff input on effectiveness of paper recycling program.

Communicate to users on program guidelines and changes.

Track and respond to customers' needs.

Make paper recycling presentations to requesting customers.
05   EDUCATION
   
Provide educational presentations on paper and confidential recycling to offices in order to assist in University waste reduction efforts.

Create educational and promotional information, activities and events for campus administrative branch within offices to assist in program efficacy and awareness.

SECTION 4.  WORKING CONDITIONS
Describe the work environment (e.g., office, industrial, outdoors, etc.).

This position is located in an industrial warehouse setting, "in the field," and in an office setting.  Must drive large vehicles.  There is frequent exposure to the elements.  Travel to and work at recovery facilities ((i.e., Transfer Station, Recycling Program warehouse); travel to review technology, attend/give presentations, and attend professional meetings on- and off-campus.  Employee will perform duties within department and/or OR-OSHA guidelines and training stipulations.

ASUO agreement on establishment of the Campus Recycling Program; OUS, State of Oregon/Federal/County laws, regulations, policies, and procedures.  OPEU contract and student hiring policies and procedures.  Fire code regulations, and Senate Bill 66 goals; market specifications of resale of materials; mandated state/county policies on resource recover, waste reduction and purchasing.

Independent, daily decisions involving Paper Recycling activities such as:  operation and system decisions, educational signage, daily coordination, establish new collection points, and student personnel.  Review service requests for program action.  Contact vendors for recycling needs and changes/updates in recycling operations/markets (e.g., maintain regular contact with paper recycling vendor to facilitate marketing of paper materials for recycling).

Karyn Kaplan, Campus Recycling Program Manager.  Work reviewed through regular contact.  Purpose of review is to evaluate work performance, monitor program effectiveness/efficiency, and ensure legislative/ program compliance.  Meet with Program Manager and Program Coordinators every 2-3 weeks.

Supervise paid student workers, volunteers, and academic interns.  Lead campus program and recycling industry tours as needed.

SPECIAL REQUIREMENTS:  List any special mandatory recruiting requirements for this position:

Requires an unpredictable amount of physical labor, including constant lifting of barrels of paper and other recyclables.  Must be in good physical condition and able to lift 50 pounds repetitively.  Must be able to safely operate large, standard shift vehicles.  Must possess working computer skills, and good oral/written communication skills, including giving presentations.  Must have supervisory experience.  Must have strong interpersonal skills sufficient to provide excellent customer service, train others and productively solve problems individually or in a team setting.  Must have current Oregon drivers license, a good driving record, the ability to operate all recycling/warehouse equipment such as large utility trucks and forklifts, and pass the forklift and van training classes.


BUDGET AUTHORITY:  If this position has authority to commit agency operating money, indicate in what area, how much (biennially) and type of funds:

Up to $99 on small equipment needs.  Recommend program equipment purchases and personnel needs to Program Manager.
