1. Statement of Purpose
A. Pre-Veterinary Club
B. Established February 1999, by current officers.
C. Mission Statement: To provide information, resources, and assistance to students at the University and other community members in regards to pre-veterinary education and related topics.
II. Membership
A. Membership must be open to all fee-paying students in accordance with The University of Oregon's standards.
III. Officers
A. President
1. Duties include coordinating meetings, representing club at University Functions, managing paperwork, and managing officers.
2. Term is one year.
B. Vice President
1. Duties include aiding president with his/her functions, leading meetings and representing club in the absence of the president, and keeping contact with national American Pre-Vet Medical Association.
2. Term is one year.
C. Secretary
j. Duties include taking minutes for each meeting, e-mailing the minutes to the list after each meeting, updating member e-mail list, and adding a hard copy of the minutes to the notebook.
2. Term is one year.
D. Treasurer
1. Duties include managing monetary funds for club.
2. Term is one year.
E. Activities Coordinator
I. Duties include coordinating functions, events, and volunteer projects.
2. Term is one year.
F. Publicity Coordinator (Not in effect- duties held by President)
1. Duties include informing and advertising for group functions and meetings and maintaining and updating pre-veterinary club website.
2. Term is one year.
IV. Elections
A. Quorum
1. No minimum number of members is necessary to be present to hold an election.
B. Announcements
1. Elections must be announced to all members through the e-mail list prior to elections.
C. All members must be eligible to run for office.
1. Candidates are permitted to write one e-mail to list prior to election.
2. Candidates are permitted to give one speech at a meeting prior to election.
3. Candidates are permitted to participate in one organized debate, not necessarily held at the regular time for meetings, to discuss their positions.
D. Voting
1. Elections may be conducted at a meeting or through e-mail.
2. Elections are held each spring term.
3. Elections are overseen by the current officers.
E. Should an officer's conduct be questioned, a meeting can be held to discuss the officer's conduct.
1. If it is deemed that the officer's conduct is inappropriate, this officer can be voted out by a majority vote, providing that at least 3/4 of the club are present.
2. Officers cannot be removed through e-mail voting.
3. If an officer is removed or resigns from office prior to the end of his/her term, he or she may be replaced by a special election, providing that it follows the rules and regulations listed above.
V. Meetings
A. Meetings are to be held no more than once a week and no less than once a month.
B. Projects, trips, or community service events are to be held a minimum of once a term.
C. Frequency of meetings is determined by current president.
D. Frequency of projects, trips, and community service events are determined by majority vote in accordance with rules and regulations listed above.
E. At no time is membership or attendance required at meetings, projects, community service events, or trips.
VI. Grievances
A. Grievances are to be brought to the attention of the president.
B. The president is solely and fully responsible for interpreting rules and laws as stated in the pre-veterinary club constitution.
C. If the president is not accessible, then grievances are to be brought to the attention of the vice president.
D. If mediation is necessary, contact the ASUO for further instruction.
VII. Dissolution of Program
A. Should the pre-veterinary club be dissolved, all remaining funds, not distributed by incidental fees or state dollars, are to be donated to a charity which benefits animal welfare.
VIII. Amendment of By-laws
A. By-laws may be amended with a majority vote through meeting or e-mail election.
B. Amendments require that at least 3/4 of the club members participate in the election.
C. Amendments can only be made after notification to all members of the amendment through e-mail list.
D. Amendments take effect two weeks after notification of the amendment to the club members through the list, providing grievances are not brought to the attection of the president.
E. If grievances occur, all amendments are void until grievances are absolved, in accordance with the rules and regulations listed above.
