Private/Individual Adoptions

A licensed adoption agency will be involved in any private independent adoption. The agency will obtain consents from both natural parents; will conduct a home study or arrange for a home study to be done; will obtain medical information regarding the adoptive child; and will prepare a comprehensive written placement report, if required.

The current fee schedule is available upon request from the Adoption Services, Human Services Building, 500 Summer Street, Salem, OR 97301-1068. Petitioners may qualify for a fee waiver of part or all of the fee.

Adoption agencies, on a case-by-case basis, recognize prospective adoptive parents with low incomes who may be financially incapable of making full payment for preparation of required adoption reports, and the agency will absorb some costs, accept a reduced fee, or waive the fee.

After all the initial paper work is completed by the adoption agency, an attorney can prepare a petition for adoption to be filed with the court. There are a number of costs and fees associated with the adoption process: criminal records check, $15 each (one for each person over the age of 18 living in the household); court filing fee, $100.00 (Lane County Circuit Court); Health Division (new birth certificate for a child born in Oregon), $50.00; and attorney fees. Other significant costs may apply.
