Question #1: On April 16 2003 Robyn Greenspan published a study showing that 42 percent of americans say they do not use the internet. This study can be found under Cyberatlas.com's demographics section:

Question #2: Most people who don't use the internet do not have access to it. Either they can't afford a computer, or an internet connection, or some other essential equipment or resource. There is a small percentage of people, like my dad, who simply can't seem to operate computers successfully, and are therefor too frustrated to bother with them. Most people, however, lack the resources.
