diglib: context document for Monday's meeting

Attached is my beginning stab at a contextual document
for framing the digital content survey. This is what
I said I would start working on at the last meeting.
It is also linked from our group's web site. It is
not finished. Before spending more time on it,
I would like to have feedback on whether this is
what the group had in mind.

Please bring this to Monday's meeting for review.
