
State Board of Higher Education Meeting

The State Board of Higher Education met 6/7 May 2004 in LaGrande. The primary
news item was the resignation of Former Governor Goldschmidt as President
of the Board; that obviously changes the dynamic enormously. Friday May
6, the IFS held a meeting on ORP from 1300. Lisa Zavala and Denise Yunker
were there representing OUS. Peter Gilkey, Jim Tooke, and Sarah Witte were
there representing the IFS. There were 8 other members of the WOU Faculty.
Carol Kroll (EOU's HR director) was there as well. A productive discussion
of the issues surrounding a possible `` long term fix'' for ORP were discussed.
One item that was brought up was the fact that the rate volatility surrounding
PERS might not necessarily be a bad thing for ORP participants; when PERS
experiences losses in the market, rates increase; this may partially compensate
for similar losses experienced by ORP participants. Discussion of a ` floor'
for the employer contribution for ORP participants was discussed.
Following the ORP meeting, a meeting of the MBF task group was held.

Main Board meeting
At the State Board meeting, Gilkey thanked the Board for agreeing to meet
with the IFS at SOU in June and delivered to the board a handout containg
the emails of critical issues from Dan
Edge (EOU), Andrew Marcus (UO), Sarah Witte (EOU), Bob Turner (WOU), Craig
Wolner (PSU), Lowell Bowditch (UO), Maureen Sevigny (OIT). These dealt
with primarily with compensation and curricular issues. Gilkey also distributed
a sheet giving

information for OUS institutions. Gilkey then departed from his
prepared
remarks. Gilkey had engaged in extensive informal conversations with
several Board Members, Provosts, and Presidents of the OUS during the meeting.
With those conversations in mind, Gilkey announced to the board that a
"faculty driven process" relating to curricular matters will take place
as expeditiously as possible:

During October 2004 the IFS, in conjunction with the Senates of the various
OUS Institutions, will organize meetings on each of the OUS campuses as
part of the "faculty driven process" relating to a "Transfer General Education
Certificate" and related issues.

Friday June 4 after the State Board meeting concludes and after our meeting
with the State Board, the IFS will invite appropriate people (Dave Phillips
of Clatsup CC and Mary Kay of PSU were two specific names suggested to
Gilkey) to meet with the IFS concerning this.

IFS President Gilkey will attend the next MBF meeting 11 June 2004 at Chemekta
CC to firm up details involved.
