The citizens of Oregon, via their vote on Measure 30, have expressed their preferences and provided direction on a series of tax issues. As a result, state agencies, including the Oregon University System, must respond by reducing programs and budgets. OUS must maximize its ability to meet its legislative mandates within available budgetary constraints.
In response to these budgetary constraints the Executive Committee of the State Board of Higher Education met today by special meeting. The Board expressed its resolve, in coordination with the Governor, the Chancellor, and the Presidents, to continue its careful examination of programs and budgets.
The Board, consistent with the charge from Governor Kulongoski, will continue its review of the Chancellor’s Office. It is anticipated that this review will include a focus on programs and services and will encompass the next 45 to 60-day period. In the light of the budgetary situation and until the results of the review are determined, I feel it appropriate to notify you that renewal of contracts beyond June 2004 cannot be guaranteed. Should program elimination or reduction proceed earlier than June 30, 2004, OUS policy does assure employees 30 days notice.
I want to offer you the opportunity to meet in person and discuss this situation as soon as possible. Accordingly I have asked for meetings to be arranged for Thursday, February 12, on the following schedule:
