The Executive Committee of the OUS State Board meet today (Tuesday
10 February 2004) from approximately 0730-0745. Chancellor Jarvis distributed
a memorandum to the Executive Committee. It is a first step in dealing
with the fall out from Measure 30 and the specifics of budgetary reductions.
The action of the Chancellor, authorized by the Executive Committee of
the State Board is pursuant to the statement that the Chancellor must ``proceed
with notification to all employees of the Chancellor's Office that, subject
to program reduction, employment extension or contract renewal beyond the
current contracted date of June 30, 2004, cannot be guaranteed". The letter

Here is my brief summary of the meeting report:

The board has not looked the the question of the needed budgetary reductions
in detail yet to deal with the $7,500,000 in cuts. Tha will be on the agenda
for the February 20 meeting of the board in Eugene. The original legislation
concerning the budget reductions required, should Measure 30 fail, that
the reductions to be made in certain ways. It is desired to do things differently
in the context of the Governor's speech last week. (N.B. the desire is
to spare undergraduation education to the greatest extent possible). The
E-Board will be told that it is the intent to take the burden off the faculty.
It is not known yet what % of the reductions the Chancellor's Office will
take. But they should be on the same playing field as the Universities
and not exempt from the cuts as was the case in the original legislation.
All the campuses are getting together proposals as how cuts will be made,
and they are all a bit different.

It should be made clear to everyone that the action taken today only
affects the Chancellor's office. It has no impact on the teaching faculty.

The February 19/20 meeting of the State Board will provide a preliminary
look at the budget picture. The March Meeting will be the crucial point.
The actual reductions are expected by mid April and will be implemented
May 1.

None of the board has yet looked at reductions in the Chancellor's office
and the responses from the campuses is pretty general. The Presidents will
go over matters with the Chancellor this Thursday before the State Board
meeting next week.
