2. Tuition increases approved. 03-04 U/G resident tuition ranges from 0% (PSU) to 8% at WOU; average is 4%; 04-05 ranges from 5% at OSU to 12% at UO and SOU - average is 8.8%. non resident grads 10.3 and 6.8% in 03-04 and 04-05; resident grads increase 10.1% and 8.8% in 03-04 and 04-05.
3. Fee remissions (resident tuition for out-of-state students as a type of scholarship) placed at higher priority for elimination (most likely to be eliminated) in new round of cuts.
4. Students granted formal recognition of shared governance.
5. Board Consensus - 3If a campus enrolls more students beyond the funded level, the Board will hold the institution accountable for assuring that the quality of student experience and the level of campus performance be maintained.2 This means that if any university enrolls more students than is funded by the RAM, they must continue to provide the same quality of education.
6. Uncertain status of the requested flexibility initiatives (efficiency act) permitting campus and system more authority to issue bonds, set tuition, and receive interest from investments. To be acted on in June.
7. Grattan Kerans (OUS lobbyist) reports that Oregon is at the top of states in budget reductions (most reductions) in the last year, and that the rate of our reductions is greater than other states. In terms of state funding of higher education, Oregon should rank dead last among the states by the end of this legislative session unless something dramatic happens.
8. Ways and Means Co-Chairs1 budget is $800M below the governor's budget.
