Vice Chancellor Shirley Clark stressed the need to improve articulation and graduation rates. There was a need for dual enrollment and dual admissions.
There was a discussion of the need to increase the quantity and quality of the nursing work force. Lesley Hallick (OHSU) and Linda Gerber (Mt. Hood) lead the discussion. The number of graduates per faculty has been enhanced. A simulation environment has been developed. There is agreement on competancy sets. Local control and local flexibility. It is not as simple as dealing with the general education requirement. Every site in the consortium will have the ability to complete a BA on site -- 2/3 at the community colleges. Students can exit with an AA and RN if they want. There are more uniform gen ed requirements - more streamilned with fewere general courses and more courses addressing competancy needs. The gen ed requirements are tailored to critical writing and reading . Baculariate could be OHSU. Joint faculty appointments with community colleges and OHSU.
John MIller (EOU) and Dave Phillips (Clatsop) discusssed the Associate of Arts Oregon Transfer degree. Serves a small population and doesn't serve them wall. General education transferability. Governor focuses on transsferabililty and efficiency. Doesn't want to pay for the same course twise. Gen ed core - short of associate degree. Some students need to move sooner than associate degree. Look at a smalller gen ed core. There are anectdotal problems of transsfer. Likely to get new legislation mandated if don't get ahead of curve. AAOT isn't responding. Want to see people moving thru more quickly to a degree. Mandated common core. Outcomes. Over half states in country have transferable gen ed or common core.
Dual enrollment programs. OSU. Paperless in how treat students. EDI (electronic data interchange). Send transcripts electronically and receive transcripts and populate student base. Admissions on web not using Banner. Easy admit. Composite financial aid. Joint enrollment at several institutions. Give access. Savings to students in joint program $4000 per student as opposed to doing it alone. Begin in Linn Benton and by spring majority of credits shift to OSU. Some students fell a bit less comfortable at a 4 year school and then shift over. Direct transfer. Same requirements as at OSU.
PSU driven by enrollment patterns of students. Several dual programs. Degree completion programs at community colleges. Common registration site for all the courses. Helps student take courses offered at convenient time. Chance for partnership. Help students articulate.
Tim White (OSU). Dual enrollment program has political advantages. Sucess in working out financial aid for full time students at 2 institutions. Shirley Clark. Exponential increase. Went from 30-40 to 160 students at OSU. Quickly growing PCC to OSU. Sining partnerships is way to enhance relationship. 30% difference in cost to students. Public policy advantages. Slight overall growth but mostly redistribution of students. Rethink what it means to get a degree. Not a good idea to force students into a degree box. Challenges in the student support areas.
Faculty and programs - align tarket natural market. Must align curriculum. Pathway to better learning.
WOU high rates of retention. Academic advising technology. Show best fit to degree program.
General ed transferability. Time is right to think about gen ed looking at core outcomes throughout 4 year degree. Core at upper level or capstone. Take a look at AAOT. Package that as a starting point -- don't want legislature to mandate it. Faculty repressentation at both the community colleges and the university. Develop common foundation so students can move among several universities. Has to come from faculty.
