Academic Council Meeting Report

This meeting was conducted via a conference call.
New Provosts have been selected for 2 OUS institutions: David Woodall, Dean of English and Science at U. of Alaska will become the OIT Provost on 1 July. Earl Potter III, Dean of Business School at East Michigan Univ. will be come the Provost at SOU on 1 July.
Board Meeting from 17-18 April was briefly discussed. See Bill Danley’s report at http://darkwing.uoregon.edu/~ifs/OUS-18Apr03.html . Quality, access and affordability and linking support dollars to enrollment were discussed. Current tuition proposals are still in process and will be returned to the July Board meeting. The Student Shared Governance Policy was also a topic of discussion.
Three Category I proposals were discussed. OSU’s Master’s of Business and Engineering in Construction Engineering Management was approved for external review. OIT’s B.S. in Echocardiography was approved as was OIT’s Certificate in Dispute Resolution.
The OUS 2003 Diversity Report was discussed. Generally, the report was well received, especially by those who actually read it. An article in the Oregonian had some unfortunate statements that were not helpful. Clearly show the system is making progress. There was a discussion of the type of investments each of the institutions have made in promoting diversity, especially with OUS support. The level of support from OUS will be reduced during the coming biennium because of the budget situation.
Proposed changes in the OUS Policy on Fee Privilege for Cooperating Supervisors of Student Teachers were discussed. This policy enabled teachers who supervise student teachers to have reduced tuition at OUS system institutions. There were 3 primary changes in the policy proposed: 1) Making the program a co-pay system, 2) limiting use of the fee privilege to the institution for which the supervision service was provided, and 3) set the co-pay to ½ of tuition.
