IFS MEETING MINUTES JUNE 4, 1999 Salem, OR

FRIDAY AFTERNOON MEETING:

MEMBERS PRESENT: J. Antonio Torres (OSU), Kemble Yates (SOU), Bill Danley (SOU), Elaine Deutschman (OIT), Paul Simonds (UO), Marion Schrock (WOU), Jeff Johnson (EOU), Robert Brandon (EOU), Gary Tiedeman (OSU), John Cooper (PSU), Kirsten Lampi (OHSU), Craig Wollner (PSU), Dennis Trune (OSHU)

1. Conversation with Sen. Eugene Timms

a. Points he raised:
2. Conversation with Grattan Kerans (Chancellorâs office)
a. At the time of this meeting Legislative leaders had assured the Chancellorâs office that they would not back away from their H.E. budget proposal

b. At the time of this meeting the Legislature had committed to $106 million over the Îcurrent servicesâ budget

c. All parts of the H.E. system will be asked to support the H.E. budget as it goes to the Governorâs office for signature

d. He said H.E. would not ask for additional monies in the ÎChristmas treeâ negotiations at the end of the session.

3. Marilyn Lanier from Vice Chancellor Anslowâs office gave a general report on the New Budget model implementation

4. Jerry Kissler (from the Governor's office) gave a report on the Governor's office viewpoints on State Budget:

a. only one balanced budget Îon the table

b. Governor's office was not pleased with the idea that House Bill 2007 which would place all the Tobacco settlement monies in a Trust Fund....his view was that it took away all budget flexibility

c. LOOKING AHEAD 10 YEARS:  Predicted that:

 
  • 1) Prison budget grows faster than inflation
  • 2) K-12 Quality Educationâ support goes up faster than inflation
  • 3) Human Resources budget goes up faster than inflation
  • Conclusions:
    1) THE ABOVE THREE POINTS DO NOT BODE WELL FOR THE HIGHER EDUCATION BUDGETS IN THE NEXT 10 YEARS.
    2) He believes that soon Higher Education will be pushed to go to the Oregon Health Sciences University model

    IFS MEMBERS PRESENT: Robert Brandon (EOU), Ron Cease (PSU), John Cooper (PSU), Bill Danley (SOU), Elaine Deutschman (OIT), Jeff Johnson (EOU), Marion Schrock (WOU), Paul Simonds (UO), Ann Tedards (UO), Gary Tiedeman (OSU), J. Antonio Torres (OSU), Dennis Trune (OHSU), Craig Wollner (PSU), Kemble Yates (SOU)

    GUESTS PRESENT: Bill Linden (AOF - lawyer consultant), Lauvel Maughan (State AAUP/AOF/OSU), Mark Nelson (AOF lobbyist), Jim Etchison (AOF/OIT), Gary Welander (AOF/WOU)

    1. Report from Jack Cooper, IFS President, on OUS Board meetings
     

    a. Believes the standing committees of the board may have begun to have a stronger influence on the OUS Board

    b. Discussion of Î2010 documentâ:

  •  -- Boundaries between institutions still not clear
  •  -- Contradictions still exist between Îcooperation and competitionâ model
  •  -- Concerned groups need to be aware of the fact that there is some support in the legislature for Îstate support of private universities and colleges
  • c. In discussion the issue was raised of the limited goals of system (as seen in written comments from OUS office -- the one clear goal seems to be Îget the students and graduate themâ.
    2. AOF/IFS joint discussion:
     
    a. Mark Nelson report:

    1) AOF told that 2 additional people were interviewed by Governorâs office in addition to the 3 names sent forward by IFS

    2) Provostâs put forward names outside the process

    3) Process that IFS/AOF worked on was not followed


    M. Nelson quote: They did not want a representative of any organized faculty group

    Budget process

    1) Governor not happy with H.E. for political and other funding reasons -- Mainly because of Higher Educationâs strong support of funding beyond the Governorâs $73 million over current service level.

    2) IFS/AAUP/AOF urged to get letter support to Brady Adams for H.E. budget

    3. Action on revision of IFS Constitution:

    Craig Wollner made the following motion:

    Moved that a committee of Jeff Johnson (EOU), Robert Brandon (EOU), and Paul Simonds (UO) be formed to bring a draft of a revised IFS constitution and Bylaws to the December, 1999, IFS meeting.

    Motion was seconded and passed.

    4. Action on IFS Webpage: Peter Gilkey (UO) has been confirmed by IFS Senators to be the IFS WebMaster.  IFS Webpage should include IFS resolutions and Îimportant news items IFS senators should publish to their respective campuses the IFS Web address

    5. Academic Council report by Elaine Deutschman (OIT):  Copies of the reports on the Academic Council meetings will be posted on the IFS Webpage

    Observations in discussion of Academic Council meetings:

    In the new structure model which is currently being devised the power relationships between the OUS Board, Chancellor's office and the individual institutions is unclear.

    Question: How will the budget allocations be impacted by the new emerging relationship between Board, Chancellorâs office and campuses?
