MINUTES OF INTERINSTITUTIONAL FACULTY SENATE MEETING OF FRIDAY APRIL 2
Call to order: President Cooper called the meeting
to order at 1:30 PM
Senators Present: Robert Brandon, Jack Cooper, Bill
Danley, Carroll DeKock, Elaine Deutschman, Irja Galvan,
Jeff Johson, Kirsten Lampi, Paul Simonds, Ann Tedards,
Gary Tiedeman, Antonio Torres, Dennis Trune, Craig
Wollner, Kemble Yates
Dave Frohnmeyer: Brief presentation
Brady Adams and Lynne Snodgrass:
- encouraged for Higher Education in the budget process
- advice to the senators:
- stay engaged with legislators
- keep telling your story with letters, calls, face to
face meetings
- make a case for importance of higher ed in Oregon's
economy
- Grattan Kerans suggested that when meeting with
legislators faculty should explain what monies invested
in Higher Education will ``buy'' for the citizens of Oregon
- Budget process may become extremely politicized
- K-12 "gobbling up the budget"
- $77 million proposed by governor, $100 million proposed by legislature
- potential problem for budget process: $ given, told how to spend it
- issue of faculty salaries : new model can fund up to 50% of
comparators
- "angst" of how money is going to be distributed on individual campuses
Discussion:
- would faculty salary increases be tied to enrollment?
- Message should be sent to Chancellor: salary issue presents a serious
morale problem
- Who is responsible for faculty salary issues on campus: pres, dean,
provost?
- Issue of faculty member on State Board: Diane Christopher (member
from S.Oregon) feels a faculty member presents a conflict of interest.
Chancellor Cox has proposed that an
emeritus faculty member be nominated. What should IFS do regarding
this issue? (See action recorded below in Saturday''s business session)
- Governor feels tax structure in state "out of whack" - wants dialogue
in state
- Unwilling to deal with portions of budget until he sees the whole
picture
- Will veto higher Ed budget if not his proposed $77 million
- Governor proposes accountability from K-12 similar to what is expected
from higher ed.

Guest: Shirley Clark, Vice-Chancellor for Academic Affairs
1. Shirley Clark was invited to the IFS meeting to discuss
the relationship of the OUS system to the community colleges and
particularly the University Center at Central Oregon CC.
- a. Dr. Clark summarized the three ``formal'' relationships (partnerships)
between OUS campuses and community colleges:
- EOU and Blue Mountain CC
- OIT and Pendelton CC
- SOU and Rogue Valley CC
These three ``partnerships'' have specific funding in the budget from the
Oregon Legislature: $6 million in the new budget for the 3 partnerships
- WOU working on a relationship with north Oregon coast (Clatsop CC)
- b. a ``partnership'' is forming between OSU and Southwest Oregon CC at
Coos Bay

a director has just been hired for this ``center''
- c. University Center at Central Oregon CC
- OUS services there since the 1980''s
- Four years ago a director was hired to administer the ``University
Center''
- EOU, UO, and OSU offer courses at this center
- Central Oregon CC wants to move to a four year state college in OUS
system
- OUS Board and Chancellor''s office has strongly resisted this move
in the legislature
- d. Current status of University Center:
- 600 student headcount
- 200 student FTE
- coursework characterized as a ``brokerage'' of current OUS university
programs at that location
- last June 70 students graduated from OUS institutions through the
University Center
- e. In July, 1998, a joint Central Oregon CC/OUS board meeting approved
the following:
- joint advisory committee
- charged with looking at programs and structures needed for that
area
- what will be the form of this structure? in 10 years the
possibility of a ``proto-university''....actual meaning of this is unclear
- f. Dr. Clark stated that OUS can supply a quite diverse range of degrees
through the University Center
Discussion with Vice-Chancellor Clark:
- a. What happens in ``tuition follows students'' in these partnerships?
(Clark partnerships spell out relationship)
- b. Do ``partnerships'' steal OUS students?
- c. Clark: OUS does NOT have a grand design for ``partnership''
structures
- d. OUS does not have guidelines on the ``competition'' between OUS
campuses....OUS Board unclear on this issue
IFS Business Session:
- 1. Minutes of Feb., 1999, meeting approved
- 2. Cooper reported on OUS Board meetings he attended
- 3. Deutschman reported on Academic Council meeting
- 4. Cooper and Simonds reported on Strategic Planning Com. mtg:
- The question remains how OUS can be a system when the individual
campuses are encouraged to be competitive.
- 5. Faculty Member on the OUS Board:
- Chancellor is working against the idea of a current OUS faculty
member on the OUS Board
- Kemble Yates moved that the following resolution be adopted and sent
to Governor Kitzhaber with a cover letter from IFS Pres. John Cooper:
"As a duly organized and recognized association of faculty members, we,
the faculty of the Interinstitutional Faculty Senate, strongly urge
Governor Kitzhaber to name one of the persons listed below to serve on
the State Board of Higher Education. Peter Callero, Gary Tiedeman, and
Craig Wollner were identified by a nominating process which included
input by faculty from all eight campuses of the Oregon University
System. Each of these faculty members has an exemplary academic record,
a wealth of expertise on higher educational matters, a significant
history as a faculty member at an OUS institution, and a distinguished
record in leadership positions, and each would provide invaluable input
to the Board's deliberations and policy making."
- 6. IFS WEB Page:
- a. Senators agreed that the IFS meeting minutes will be sent out on
email for approval. Each senator will email his/her approval and any
corrections as soon as possible.
- b. Peter Gilkey (UO) who has constructed the IFS WEB page will be
invited to the next meeting to discuss the process, information, etc.,
of the WEB page. IFS Senators expressed their appreciation for the work that he has
done in getting the IFS WEB page ``up and operating''
