Re: "Fighting events" and Risk Management Issues
The purpose of this correspondence is to alert you to a high liability
activity on which you may be approached. It has recently come to our
attention through an inquiry posed to the Oregon Department of Justice
(DOJ), that at least one campus has been approached by promoters of
"Grappling Tournaments" - a form of what is sometimes labeled "extreme
fighting". The promoters of the event were seeking use of campus
facilities to host a "tournament". "Extreme fighting" is defined in ORS
463.015 as "a no-holds-barred match, competition or exhibition that
combines elements of boxing, wrestling or martial arts without a system
of rules approved by the Oregon State Boxing and Wrestling Commission."
Extreme fighting and similarly named combative sports are prohibited in
the state of Oregon.
It is important to note that persons/entities acting as "promoters" of
fighting events must be licensed by the Superintendent of the Oregon
State Police as well as be bonded and must be able to produce proof of
both. If you are approached about using or renting of campus facilities
for such an event, please contact the Risk Management Office at
346-3190.
