How States Govern in an Anarchic World

Take-Home Midterm Exam

This midterm exam constitutes 25% of your final grade for the course and is due at the BEGINNING of class on WEDNESDAY May 8. Papers handed in at the end of class will be marked down by 2 points and an additional 2 points for each day late thereafter. The midterm cannot exceed 1500 words – provide a word count at the top of your document.

Do NOT put your name on your paper – instead put your ID #!! This helps improve the impartiality of grading.

Answer ONE of the following two questions:

What factors influence whether states are able to form an international regime?

OR (do NOT answer both questions!)

What factors influence whether an international regime is effective?

Your midterm should simply be your effort to make sense of the readings and discussions in the course up to and including the readings assigned through Week 6 or to look ahead to see what factors explain regime effectiveness. Your essay should present your framework for making sense of the range of materials we have read and discussed to date. It should clarify what regime formation consists of or what regime effectiveness means and what factors cause there to be variance in when and how regimes form and which regimes are effective. The basic goal is to help you organize the various ideas and theories we have (or will have) discussed in the class so far, or in the .
