Director, Center for Educational Technologies, UO Libraries, University of Oregon, Eugene, OR 97403. (Professor) I direct a department (6.5 FTE, $600K/year budget) whose mission is to promote active learning through innovative use of technology. Responsibilities include management of a consulting/training group, a media production group, and the UO Blackboard System, plus coordination with other campus departments. Perhaps my most significant recent accomplishment has been the successful growth of the Blackboard course information system, which is now (as of fall 2007) used by more than 1600 courses per term and is a component in more than 2/3 of all UO student credit hours. Other recent initiatives have included projects in the areas of podcasting, classroom clickers (audience response systems), statistics support, and scholarly publishing. Academic Education Coordinator, Library System, University of Oregon, Eugene, OR 97403. (Professor) Responsibilities included providing central coordination for University activities training faculty and staff in the use of educational technology, and providing leadership and support for Library initiatives in the use of networked information technology at the University. Foci have included training in the use of World Wide Web, providing education on copyright, and developing effective coordination among the variety of units on campus that provide faculty training and technology support. From Oct. 1994 through May 1996 I was also co-principal investigator for the Lane Education Network, a $1 million Department of Commerce NTIA grant to build a collaborative regional network and develop innovative and effective uses of network and multimedia technology in education. I planned, implemented, and managed the university's Blackboard course information system. I played a central role in planning the "Faculty Instructional Technology Training Center," and took over management of that facility in December 2003. I also led the initial design and implementation of "Scholars' Bank", the UO's institutional repository.

Director of Network Services, Office of University Computing, University of Oregon, Eugene, OR 97403. (Associate Professor) I was responsible for shaping campus networking strategies, for design, installation, and operation of the award-winning campus data communications infrastructure, and for providing central network services based on a staff of 7 FTE. Under my direction, the organization grew from essentially zero campus or wide area network to include a multiprotocol campus backbone network, connections to national and regional networks including NorthWestNet, OSSHEnet, and NERO, and a variety of value-added network services. I designed and installed a campus-wide fiber-optic network, a substantial DEC VAXcluster, and departmental networks, played a major role in the evolution of NorthWestNet, participated in state government attempts to create standards for open systems acquisitions, worked with members of the community to create a regional data communications infrastructure, and participated in design of a state-wide educational ATM network. In 1996, the UO campus network and LEN received the CAUSE "Award for Excellence in Campus Networking."

Manager of Special Projects, Networking and Communication Systems, Stanford University, Stanford CA 94305 (while on sabbatical from the University of Oregon). I designed the Stanford FDDI backbone network, participated in design and implementation of network management systems and in a successful network management research proposal to DEC, and redesigned SUNET and BARRNET network operations. During this period I also authored and taught cisco Systems' network management course and contributed to the North-West Academic Computing Consortium's 5 year strategic plan for NorthWestNet.

Manager, Computing Facilities, Computer Science Dept., Cornell Univ., Ithaca, NY 14853. Under my direction we established a significant experimental research facility, including 8 Unix minicomputers and mainframes, 160 workstations, a large network, and assorted other hardware--a factor of 30 growth in less than 3 years. I was responsible for facilities management, for a technical support staff of 8, and for management of a $3.5 million NSF CER grant. I also served as co-principal investigator of a $1.5 million Xerox University Grant Program grant, and taught CS712, Symbolic Programming, a graduate course in advanced Lisp and AI tools. I was involved in the design of a replicated NFS distributed file system, a new campus telephone system, Cornell ARPAnet and NSFnet links, and the campus network (a PROTEON PROnet backbone tieing together Ethernet, PROnet, and other local networks).

Completed with UO Information Services a major upgrade to the Blackboard database component (winter 2007), and Blackboard integration with the new UO identity management system (fall 2007). Completed upgrade of Blackboard sytem to v 7.3 (August 2007). Sponsored successful PNW/WA BUG conference at UO, October 2007.

Led implementation of the Library's Learning Commons Initiative, Phase I (summer 2005-fall 2006), resulting in the successful establishment of a learning commons in Knight Library. The Learning Commons project was a collaboration with UO Information Services to create a facility and set of services supporting technology-enhanced collaborative student learning.

Participated in an intitiative to redefine roles for library subject specialists (summer 2006). The new description of roles and responsibilities reflects the full range of subject specialist responsibilities in acting as liaison to academic departments and supporting the modern range of library services.

Developed and taught (with Teaching Effectiveness Program) "Course Redesign for Hybrid Learning," summer 2005 and summer 2006. This 30 contact-hour course for UO faculty introduces the concept and technologies of hybrid or blended courses, and assists them in conducting a substantial redesign of their own UO courses. We have had more than a dozen successful course reimplementations by participants.

Hosted and supported grant projects for six faculty fellows associated with CET: David Moursund (2005-07), Mark Horney (2005-06), Kartz Ucci (2005-06, in collaboration with TEP), Jane Ritter (2006-07), Kathleen Scalise (2006-07), Michael Aronson (2007-08); the latter 5 were funded as part of the Instructional Technology Resident Faculty Fellowship Award program which I helped develop. <http://oaa.uoregon.edu/itif/2006ITFellowship.pdf>.

Blackboard system: deployed technology (including developing a successful collaboration with the UO Computing Center for upgrade to enterprise edition in 2003-04); developed tools to integrate blackboard with UO Banner system, Computing Center Radius authentication, Library E-reserves, etc.; coordinated development of institutional policies for use of blackboard, access and student/faculty accounts; coursesite archives; provided training to faculty and students; managed upgrades (most recent major upgrade August 2007) and support for what has become a mission-critical enterprise-wide system. I continue to provide management and training, and insure that the system architecture, policies, and day to day operation are aligned with UO institutional needs.

CET Consulting: managed the FITT Center, December 2003-2005. Under day to day management of one of my staff, this service point provides a full range of training for UO faculty.

CET Interactive Media: under the day to day supervision of my assistant director, this production group has completed eight substantial projects since 2006. Planned and managed transition (summer-fall 2004) from 4 separate library departments and projects (FITT Center, IMG, Academic Education Coordinator, Blackboard project) to the Center for Educational Technologies.

Scholars' Bank: did initial design and implementation of UO's institutional repository using MIT's DSpace software (2003); transitioned day to day management to MDLS Department (2004). Developed (with Scholars' Bank committee) policies and direction for the project. Have done substantial outreach developing a market for this new library service at the UO and sharing UO's implementation experience with other sites.

Took sabbatical spring 2002, University of Auckland (Auckland NZ), University of New South Wales (Sydney, AU), and Australian Graduate School of Management (Sydney, AU). Studied strategies for deployment of course management systems and provided consulting assistance to those institutions on their CMSes

Computing

I have programmed on various computers, including IBM 360 and successors, DEC-10 & -20, VAX, Sun, Xerox 11xx, Intel PC, Macintosh, and others, since 1968. Preferred programming languages include C, Lisp, Perl, and PHP. I am also comfortable programming in a variety of other languages and environments ranging from assembly language on various architectures to SQL. Systems programming experience includes Top-20, BSD UNIX, and Linux. Data communications expertise includes substantial experience with the TCP/IP network protocol suite, with Ethernet, FDDI, Wi-Fi, and other local network hardware. I am also familiar with wide-area networking technologies and with XNS, Novell IPX/SPX, CIFS, and AppleTalk protocol families and networks. I was the primary implementor of the Courier compiler and XNS applications protocol suite for BSD 4.3 UNIX, one of the first RPC compilers. I have extensive experience with web publishing, including HTML, Cascading Style Sheets, CGI, JavaScript, RSS, PHP, web server implementation and management, Blackboard, etc. Database experience includes SQL programming and management of mySQL, postgresql, and Oracle servers. Current interests include course management systems, social computing using blogs, wikis, and collaborative tagging for educational applications, innovative educational technologies, copyright law and intellectual property in a network environment, and tools for web publishing.
